2) the project must engage the surrounding roads and form a sound barrier where it's needed.
3) the Library must provide an informal community space protected from the natural ele­ments .
4) bridging over, digging under, engaging bchara el khoury highway is permitted. Excavation, cantilevers, using existing infrastructure for structure are permitted.
